Hugo Tempelman is a Dutch medical doctor who arrived in 1990 in South Africa, worked in the former KwaNdebele for the Department of Health.
In 1994 he initiated Ndlovu Medical Centre in Elandsdoorn Moutse Limpopo.This family practice grew from a small township practice into a full blown regional care centre over a few years time. Tempelman was the first in the province of Mpumalanga to initiate a free Anti-Retro-Viral roll out site for AIDS patients in 2003, against al polital will in those days..
Tempelman made Ndlovu Medical Centre grow into a medium sized NGO called Ndlovu Care group.
Ndlovu Care Group (working under trust names: Ndlovu Medical Trust, established in 1999 and Elandsdoorn Development Trust, established in 1998) has since expanded to a Non-Profit-Organisation (NPO) employing more than 300 people and operating in two locations: Elandsdoorn (rural Limpopo area; Ndlovu Care Group Elandsdoorn) and Lillydale (rural Mpumalanga area, Botshabelo District; Bhubezi Community Health Centre). Ndlovu Care Group focuses on comprehensive clinical services and sustainable community services to achieve its vision.
This model of care he would like to see expanded all over South Africa assisting the Government with its rural advancement plans
